Cruelty-free perfumes

What does cruelty-free perfume actually mean? Very simply it means that products are not tested on animals. Not for the ingredients and nor the end product. In Europe it is now forbidden to test on animals, but it is still required by the Chinese government. What does this mean? When a brand is also active on the Chinese market, they cannot be free of animal testing.
